I sent a ThaanaSMS to someone who does not have the application, can he view the SMS?

ThaanaSMS can be viewed if the application is installed, however if you sent a ThaanaSMS to a phone which does not have the software, the person can view the SMS in the normal SMS inbox in Latin format.

Yes, you can send to non dhiraagu numbers and to international numbers as well. However the recipient should have ThaanaSMS application in order to view the SMS in Thaana, otherwise the recipient will be able to view the SMS in Latin.
